Commercial registration in Qatar: how to get, renew and amend a CR
A commercial registration in Qatar is renewed in the 30 days before it expires, and any change to its details is reported within 30 days of the change.
The expiry date on your CR is a few weeks away, or a partner has left, or the company has moved premises. Something on the Commercial Register now has to be filed, and the clock on it has already started.
A commercial registration in Qatar is the entry in the Commercial Register, kept by the Ministry of Commerce and Industry (MOCI), that allows a person or company to trade and to run a commercial establishment. Renew it in the 30 days before it expires, and report any change to its details within 30 days of the change.
What is a commercial registration in Qatar?
Commercial registration in Qatar is a condition of trading at all. Under the Commercial Register law, no person or company may carry on commerce, or open a commercial establishment, without first being entered in the register. Everything else your company holds with the government sits on top of that entry.
The CR is your company's record in the Commercial Register. A registration runs for a term of one to five years, and can be renewed for further terms of the same kind. Neither the registration nor a renewal can outlast the company's own term.
Why CR renewal trips companies up
- The window is narrow. The renewal application goes in during the 30 days before expiry, so a renewal left to the expiry week has very little room for a missing document.
- Renewal is a fresh test. To renew, the business must still meet the conditions for registration and pay the prescribed fees, so a change you never filed can stop the renewal.
- Lateness is priced backwards. A late renewal is allowed only by exception, and the fee is charged for the whole period from the original expiry date.
Renewing sounds like paying a bill once a year. In practice, the three features of the law above make it harder than that.
The open questions matter as much as the rules. MOCI's last readable fee table dates from July 2024, and no primary source we found sets a fixed daily or monthly fine for an expired CR. Secondary guides quote fine amounts without citing a law. We do not repeat them, and you should not plan around them.
Article 16 of Law No. 25 of 2005 sets heavy penalties for trading with no registration, for letting someone else use your CR, and for registering with false data or forged documents. Those penalties reach up to six months' imprisonment, a fine of up to QAR 200,000, or either one. No source we found says that an expired but undeleted CR counts as no registration, so treat that link as unconfirmed.

What a CR renewal looks like
Most CR problems we see are not refusals. They are dates that nobody owned.
A typical case: the CR was issued during company setup, the PRO who handled it has left, and the expiry date sits on a certificate in a drawer. The first reminder is a bank asking for a current CR, or a government portal declining a transaction for the company.
Another case is the change that never reached the register. A shareholder sold out, the manager changed, or the company added an activity. The internal documents were signed, the bank was told, and the Commercial Register still shows the old position.
The third case is a renewal that stalls on the day. The renewal application goes in, and the registration conditions are no longer met because of that unfiled change. The amendment now has to happen first, inside a window that is closing.
Signs that your company is in one of these positions
- Nobody in the company can say the CR expiry date without looking it up
- The CR still names a manager, partner or address that has changed
- The activities on the CR do not match what the company now does
- Your branch registrations expire on different dates from the main CR
- The person who last renewed the CR no longer works for you
None of these is a penalty in itself. Each one turns a routine filing into a rushed one, and a rushed filing is where a document gets missed and a renewal slips past its expiry date.
The cost of the slip is also easy to underestimate. A company that renews late pays the fee for the whole period since expiry, and if MOCI has sent notice, the 90-day count towards deletion is running. A deleted CR is a much larger problem than a late one, because the company then has to deal with a registration that is no longer on the register.
Commercial registration Qatar, step by step
- Start the renewal process 30 days before expiry. Take the expiry date from the current CR and mark the date 30 days earlier. That earlier date opens your renewal window, and the expiry date closes it. Put both dates in a calendar that more than one person can see. If you have branch registrations, record each branch's dates as well, because a branch carries its own renewal.
- Check the CR data against the company today. Compare every field on the CR with the company as it stands now. Look at the partners, the manager, the address, the capital and the activities. Any difference is an amendment, and it should be filed before the renewal. Renewal requires the business to still meet the conditions for registration, so a CR that describes a company which no longer exists can hold the renewal up.
- File any amendments within 30 days of the change. The Commercial Register law requires every change to the registered data to be annotated on the CR within 30 days of the contract, court judgment or event behind it. That deadline runs from the change, whatever the renewal date. The common triggers are listed in the next section.
- Decide the renewal term. A CR can be renewed for one to five years, as long as the term does not run past the company's own duration. A longer term means fewer renewal deadlines to manage. Check the company's duration in its constitutional documents before you choose. If the company term ends sooner, the CR term stops there.
- Prepare the application and supporting documents. The trader, the manager or the legal representative files the application, with supporting documents. Another person can file on the applicant's behalf, but only under a special power of attorney deposited with the Commercial Affairs Department.
- Pay the fees. MOCI's fee guide of July 2024 sets the commercial registration renewal and amendment fees shown in the fee table further down. Check the fee on Single Window at the time you file.
- Get the decision, and challenge a refusal in time. MOCI must decide a complete registration or amendment application, and notify you, on the day it is filed. The same-day rule applies only when every required document and detail is in the file. If MOCI does not answer on that day, the law treats the silence as a rejection. A rejected applicant may file a grievance with the Minister within 30 days.
- If the CR has already expired. A CR that has passed its expiry date can still be renewed, by exception and at the holder's request. The fee is then charged for the whole period from the original expiry date. MOCI may delete a CR when no renewal is filed and 90 days have passed since the holder was notified by registered letter or another provable means. Deletion is not automatic on the expiry date, so file the late renewal as soon as you find it.
These eight steps cover renewing and amending a CR that already exists. A first CR is issued as part of company formation, which our company setup page covers.

Common triggers for a CR amendment
- A partner joins, leaves or transfers shares
- The manager or authorised signatory changes
- The company moves to a new address
- An activity is added or removed
- The capital changes
Documents to have ready for a CR renewal
- Identity documents for the person filing
- A special power of attorney, if someone else files
- The current CR details
- Evidence of any change you are amending
The law and its regulations do not list the supporting documents for renewal. Single Window describes a comprehensive renewal service, but we could not read its current document list or steps when we checked. Confirm the list on Single Window before you start, and have the documents above ready.
CR renewal and amendment fees
| Item | Fee as set in 2024 |
|---|---|
| Renewal, one main activity | QAR 500 a year |
| Each additional activity | QAR 300 a year |
| Branch registration renewal | QAR 100 a year |
| Amendment to the CR | QAR 300 per request |
MOCI's fee guide of July 2024, issued under Ministerial Resolution No. 60 of 2024, sets these commercial registration renewal and amendment fees. The resolution cut some MOCI service fees by up to 90 percent.
The live copy of that guide is no longer on MOCI's website, and we could not confirm the figures for October 2026. Check the fee on Single Window at the time you file.
The step people skip
- The change date starts the clock. The 30 days for an amendment run from the contract, judgment or event, not from the next renewal.
- Unfiled changes block renewals. Renewal needs the registration conditions to hold, so an old manager or partner on the CR can stop it.
- MOCI expects updates on any change. MOCI lists updating the CR and licence data on any change among a business's standing obligations.
- Each amendment is a separate request. Under the 2024 fee guide, each amendment request costs QAR 300.
The step people skip is the amendment. Companies remember the commercial registration renewal because the date is printed on the certificate. Changes have no printed date, so they wait until the renewal exposes them.
Tie the CR to the events that change it: a share transfer, a new manager, a lease on new premises, a new line of business. When one of those is signed, file the amendment in the same month.
Keep one record of company changes and use it for every filing that relies on company details, corporate tax included. Mavensmark registers companies for corporate tax and files their returns on Dhareeba.
If the CR and its amendments are the part you would rather not track yourself, our PRO services page sets out how we handle CR and trade licence renewals. To talk through a specific change or a late renewal, book a consultation.

When the CR is not the real problem
A CR renewal is sometimes the visible task on top of a different one.
If you do not have a CR yet, renewal and amendment do not apply. The first CR is issued as part of company formation, and the order of steps for a foreign founder is in our guide to starting a business in Qatar as a foreigner. Mavensmark forms companies in Qatar from the first structure decision until they can trade, and that work covers free zone and QFC companies too.
If the CR is current and a transaction still fails, the problem may sit with another registration. One secondary source from 2024 says a CR renewal now updates the Ministry of Interior establishment registration automatically. We could not confirm that with MOCI or the Ministry of Interior, so check the establishment record separately.
If the business has stopped trading, renewing may be the wrong filing. Deletion is also filed on application by the trader, manager or legal representative, and it may suit a dormant company better than paying renewal fees each year.
If your CR is close to expiry, or a change has not reached the register, book a consultation.
